Any panel builder shipping equipment into North American industrial installations should be UL 508A certified. The certification lets them apply the UL listing mark to their panels, which short-circuits the AHJ inspection process. If a panel builder is not UL 508A, you inherit their inspection risk. Skip them.
That gets you to the shortlist. The rest of the selection is about what happens after the certification.
Short Circuit Current Rating is the hardest part of UL 508A. A good builder asks about available fault current at the panel connection point before quoting. A mediocre one quotes a generic 5 kA and hopes you do not notice. If the SCCR is undersized for your install location, the panel gets rejected at inspection.
Every fuse, breaker, contactor, and terminal has a listed SCCR when used with specific upstream components. Building to the SCCR target means picking components that combine correctly. A builder who defaults to their favorite brand across every panel is not doing SCCR engineering, they are doing component substitution.
Real OEM equipment iterates. The panel that ships in Rev A is not the panel in Rev D. A good builder maintains revision documentation, updates the UL file when the panel changes, and flags changes that require re-inspection. A bad one ships Rev A, then makes silent changes on Rev B through D that create compliance drift.
UL 508A requires the SCCR to be documented and posted. It requires wire labels to match schematics. It requires the build to match the drawing. A builder who treats documentation as paperwork instead of engineering will create audit exposure and warranty problems later.
The best panel builders push back on drawing decisions that add cost, reduce reliability, or create compliance risk. A builder who just builds what you draw is an order taker. The pushback is worth the margin.

The unit cost delta between a mediocre panel builder and a strong one is usually 5-15 percent. The total cost delta including field failures is often 3-5x.
